Eligibility for Application
- Candidates MUST possess a valid HKSAR identity card, or special approval from the HKSAR government to carry out volunteering activities in Hong Kong (Non-permanent residents of HKSAR shall check with the Immigration Department for their eligibility to carry out volunteering activities and if applicable, obtain the necessary permit)
- Aged 39 or below (born on 1 January 1986 or after)*
* The age as at 31 December 2025 - This award aims to recognise the youth’s contribution to the community through volunteering under the capacity of uniformed groups
- Have a track record of continuous and active participation in volunteering and the promotion of volunteerism in Hong Kong or outside Hong Kong. All service records for the period 1 January 2025 to 31 December 2025 MUST be endorsed and submitted by the designated uniformed groups (see list below)

Judging and Selection Criteria
- Youth Uniformed Groups Volunteer Top Three Highest Hour Award (Top 3 individuals with the highest service hours)
- 100 volunteer hours or above: Excellence Award
- 25 volunteer hours or above: Certificate of Appreciation
- JC VOLUNTEER TOGETHER Family Volunteer Certificate of Appreciation
