Eligibility for Application 

• Candidates MUST possess a valid HKSAR identity card, or special approval from the HKSAR government to carry out volunteering activities in Hong Kong (Non-permanent residents of HKSAR shall check with the Immigration Department for their eligibility to carry out volunteering activities and if applicable, obtain the necessary permit)
• Have a track record of continuous and active participation in volunteering and promoting volunteerism in Hong Kong, across the border or overseas. All service records for the period 1 January 2024 to 31 December 2024 MUST be endorsed and submitted by registered commercial or non-profit organisations, including: government departments, statutory bodies, chambers of commerce, professional bodies or uniformed groups

Judging and Selection Criteria

1. Top Three Highest Volunteer Hour Award (Top 3 individuals with the highest service hours in respective groups)
   Adult Group (Aged 40 or above*)
   Youth Group (Aged 39 or below*)

2. Excellence Gold Award: 500 volunteer hours or above
3. Gold Award: 300 volunteer hours or above
4. Silver Award: 100 volunteer hours or above
5. Bronze Award: 50 volunteer hours or above
6. Long Service Award：25 volunteer hours and continuous serving over 20 years
